How do you find somebody's new or changed email address from their old one?

I am trying to contact my half brother who's never been part of my family. I only have his old email address and although the emails I sent weren't returned ad undeliverable, he never wrote back... I don't know whether that's because of personal or technical issues. If I don't find out his new email, I doubt that I'll ever find him.
